I’m getting frustrated with my weight loss because I’m aiming to lose weight in my belly and my arms, but where I’m losing the most weight is in my chest! I’m a woman, I don’t want to get smaller there and yet keep a round middle and flabby arms. What do I do to control specifically where I lose?

I totally get what you're going through. I actually brought this subject up with my doctor because I've been so frustrated from losing fat in areas that I don't mind having it, but having it stick around in zones that I look horrible. Essentially, there's not a lot of ways to control overall weight loss in terms of specific areas. Even if you work out certain zones, you're only going to build up the muscles there, not necessarily burn the fat. So you just have to be patient (easier said than done) and know that while it may seem like lopsided weight loss for now, it will actually even itself out over time. Don't be too hard on yourself.
